It is a simple design made of plastic with tiny flexible bristles. The bristles are VERY soft and thin, so there is no risk of scratching baby's head. Stella doesn't even seem to notice her hair is being brushed into place! She has not experienced cradle cap yet, but I would imagine this would be a good brush for gently exfoliating the scalp without irritating baby's sensitive skin. We really like "The World's Perfect Baby Brush"! Even my 2 year old with fine hair seemed to whine less during hair-do time while using this brush.
